The issue is that the supercontrol "START LVL" needs to be a of a MIDI message type that supports more than 128 values. Easiest thing to do is set it to NRPN (0-16K). You could use sysex, but then you'd need to add a V in the sysex string and THEN set the number of bytes to 2.
