AFAIK, it's absolutely fine for the Studio PC to be connected directly via Ethernet. However, the iPad and the Studio PC must be in the same subnet and must absolutely be able to ping each other. So let's start from there: can you check if they can ping each other?
Ping utility for iOS devices: https://itunes.apple.com/us/app/free-ping/id430758871?mt=8 and for PC you can just use ping.

I figured there wouldn't be any type of issue as long as they were on the same network, but I just haven't been able to figure this one out.

 

To answer your questions:

-They are both on the default 192.168.1.xxx subnet.

-They can both ping eachother.

 

I thought I should also mention that bonjour is indeed installed on my machine and I was sure to install it before installing the rtpMidi utility.
I also wanted to add that I have installed enumBonjour to verify that the port that I have created with rtpMidi is being hosted... it is.
First, let's eliminate possible sources of error. There is a Bonjour Browser for iOS https://itunes.apple.com/us/app/discovery-bonjour-browser/id305441017?mt=8. If it can see the RTP host but MIDI Designer cannot 1) you can probably connect from the computer to the iPad, instead and 2) restarting MIDI Designer should do the trick.
I will be sure to try this after work to see if the iPad can see the host, but to be honest I don't see this being a possible solution to my problem. Regardless of if the iPad can or cannot see the rtp host I cannot connect from the PC as my problem is that the iPad does not show up as a valid participant. I have already restarted midiDesigner Pro numerous times while troubleshooting as well.
These aren't solutions to your problem, yet. First we're trying to figure out where it's happening. Once we bracket the problem, we can move to solving it.
Using Discovery Bonjour Browser, I found that the Browsable Domain "local" does not show any hosts. I'm not very networking savy... I hope I'm not ignoring a simple network setting.
I should also mention that my laptop running Bonjour Browser does not see any Bonjour Hosts either... so the Studio PC isn't broadcasting. hmm
Awesome, this is all good bracketing. My guess is: uninstall the rtpMidi utility and install it with more privileges, especially if the installation process prompts you at any point. Also: what version of Windows are you using? Thanks!
I have tried uninstalling and re-installing already.

I think I realized what my problem is. My current network setup all runs to my Verizon router. In order to allow for the iPad and computer to be truly on the same network and not simply able to communicate would be to buy an ethernet router and wireless access point. I would then connect the verizon router to the ethernet router and the wireless access point to the ethernet router; allowing me to create a single network comprised of both wired and wireless connections. Am I along the right track here or have I gotten even further off base?

The sad thing is I work as a developer and IT consultant myself, yet I'm still a student. There's a reason I didn't take the networking concentration route :-/

Regardless, I wanted to be able to enjoy my purchase of your app so I stopped by Micro Center and grabbed a cheapo wireless usb adapter. Up and running for now.
This is all great. "Have I gotten even further off base?" Yes. I just checked this out with my Motorola/Time-Warner-Cable modem/router. Computer goes via Ethernet cable and device (iPad) is connected via Wifi. It all works, meaning that your Verizon router is probably blocking Bonjour broadcasting in some way. When you hok up via the cheapo Wi-Fi adapter, are you going through the Verizon router, or straight via an ad-hoc network?

then that's quite bizarre, since I just checked this with a TWC/Motorola router. In any case, it's a general bonjour networking question. If you wanted to, the good people at superuser.com could help you out, but you'd need to describe it quite well. Also, since you've bracketed the problem down to a laptop and your other machine, no need to complicate it with the ipads etc, if that makes sense.
