1) In case you didn't know, MIDI Designer Lite lets you try out whatever you want for free. There is a limit for number of controls, but at least you can see if what you want to do is possible.

2) Controlling Kontakt instruments would be like controlling anything else, so you can definitely do it (both notes and control data for adjusting Kontakt parameters). 

3) If you want a keyboard controller to play Kontakt, a nice semi-weighted keyboard (i.e., a real physical USB MIDI controller) is generally a much better solution than ANY iPad app. Even so-called "velocity sensitive" iPad MIDI controllers are no where near as nice as a real keyboard.
