is there any way to make a pop-up menu or submenu in Midi Designer 2? Or is the only way to approximate this to create a button that ‘jumps to page’?

There is no way to make a popup submenu or panel in MIDI Designer... yet!

Yes. You can make a button that jumps to a page.
