Check out the full video here

Basically if you make a store and recall button and set those to toggle (or momentary, which is different) you'll get what you want.

Unless I've misunderstood the question.

Not quite, I want to retain the automatic store&recall (i.e. I don't want buttons for those functions).

I think what I want is not possible for group presets. From that video page I see this:

Presets Send All (Toggle)
Config Pane → MIDI Tab → Presets Send All (Toggle)
When ON, recalled presets send all values.
When OFF, recalled presets send only values that are different than the current values.

That's EXACTLY what I was looking for, but not for global presets. I need it for the presets that are set up when you make the channel+preset slide a super and assign only certain controls as children.

In that setup, when you change channel/preset, it sends all. As far as I can tell.
Sorry, are you saying that you only want MD to send values that have actually changed, and instead it's sending all values?
No, I want an option to suppress sending ANY and ALL **WHEN YOU MOVE THE CH+PRESET CONTROL**

When using the preset+ch control, for "groups" (i.e. controls assigned via relationship tab), any controls in that group would only send CC values when I actually move them in MDP. Switching from ch/preset to a new ch/preset should not send anything if the option I'm asking for is enabled.

The reason this is a pain, is that some VST's etc. will reset things like sync even if they get an identical value.

for instance: I have a delay VST. CC mapped to rate. Send CCval=16=16th notes. But if it gets ANOTHER CCval=16, it will stay as 16th notes, but it resets to the DAW clock, causing a stuttering...

When I switch from ch/preset for the MDP knob that drives the CC, it's sending identical values. I'd prefer it not send anything unless I move the knobs.

Thus I just want the ch+preset to be an "internal MDP" function...

Make sense?

I can see why you may want to send a bulk of controls at times, but most of the times I don't want to.

If you're still not following me I suppose I could shoot a brief video... :)
Okay so the point is that the controls NEVER send when the preset changes? They are only changing if you twiddle them?
Exactly! I'm not saying _change_ the way it works, just add an option to the ch.chg+preset control like "suppress sending values on CH change" or something like that.
I think I get it. So with channels, your MIDI target is already in the right state since you were just there. So this might be Channel + Non-Sending Presets or something.
