Moving Layered Buttons Together

Is it possible to move a master button containing 2 or more layered buttons and the layered buttons move with it ?

Now you can use Panels to move buttons around together. Their layering should remain the same.

The Panels implementation will get some improvements soon, particularly the ability to delete panels without deleting controls and some other fixes.
