How to move banks 2-4-6 to 5-6-7 ?

Does the "Move banks 2-4-6 to 5-6-7 ?" feature work ? After the expected confirm message, all I get is a "Sorry, not enough banks" error message, regardless of the the number of banks currently used and/or set.
