High-Precision Sliders?

Under Config -> Options, I see "High-Precision Sliders." What does this refer to?

Sometimes you need to hit an exact value but you're using a shorter slider (or a thinner sideways sliders/crossfader). Solve this problem with high-precision controls: move away in the other dimension (so left or right for sliders) to get more control.
