Summary of user requests
Send one sysex when pressed, one when released - MIDI Designer Q&A

  1. Create two sysex buttons with default everything
  2. Create a knob that is a supercontrol of those two sysex buttons
  3. Set this to ON: Relationships -> Options as Super -> Buttons are send on only
  4. Create a momentary button that is a supercontrol of the knob
  5. Turn this to ON: Relationships -> Options as Super -> Not Steppers
  6. Now hide the knob and the two sysex buttons via: Advanced -> Hide in Performance 

Now your button will send the value of one of the toggles on press, and one on release.
