If I understand you correctly this could be your solution. If not show the gear you want it for to see what you mean.

1. Create your buttons that need to be traversed. Each button needs to trigger a scene.

2. Create a knob and make it a super control. Midi min max should be the 0... ( nr of buttons - 1) you created. Min max display should be the same. Nr of ticks is the number of buttons you created. Hide the knob in performance mode. And No action on Button Group second press(in options as super window)

3. Create 2 momentary buttons Next and Previous. Make them supercontrols of the knob you created. Invert the Previous button.

Let's hope this is what the OP is asking ;)... sure seems like it.
That's the same way I'm thinking to build a step sequencer in midi designer as a proof of concept
...
