Is it possible to "Send All", but exclude some controls?

Question

I have a synth controller layout with parameter sliders and knobs and a program change slider.  I want to send the parameter values using a "Send All" button, but because the "program change" slider is on the same page, the current program (patch) gets re-sent and overwrites the parameter values.  Is there a way to exclude the program change slider from the "Send All" action?

Under the advanced tab of properties for the control in design mode, there is an "Exclude" from Reset to Default. This works for Send All, too.
