Knob with 'Send on Release Only' does not send any MIDI out on first 'touch'

In my layout I use a lot of knobs and sliders with the 'Send on Release' option enabled. When I launch MD (or just reload the layout) the very first value change (i.e. touch, move and release) on any of those controls does not send its MIDI out. It's only on the second value change when these controls begin to spit out their MIDI.

I have this 100% reproducible in the shipping v2.96.0 and in the current v2.97 beta.

I don't doubt this is a real bug. Will replicate and circle back. Might not make it into 2.97, which needs to get out the door.
